¡REC REGR 12 JAN 15 In case nothing of a corresponding nature has been done there I have the honour to give you the following advice. The Chinese central authorities in the provinces are

nearly all subscribers to Reuters, but some, not all, to the

"Ostasiatische Lloyd". In Chengtu the Chinese provincial

government have successfully been persuaded to subscribe to Lloyds Telegraph service, under the demonstration that their

doing so was called for by the obligations of neutrality. It

should be possible to attempt the same there with you, and it is

desirable that the Chinese official authorities concerned,

should give the same for our telegrams as for Reuters service. The German telegraph agency here would then be in a position to sand you more words en account of the Chinese payments.
